Is It Worth It if I Have a Blue Badge?

Yes. A Blue Badge gives you parking benefits but no train fare discount, and having one qualifies you for the railcard, so you can use both.

Can I Use It on the Tube?

Yes. You can load the railcard discount onto an Oyster card registered in your name (at a staffed Tube station) and get 1/3 off Single Peak and Off-Peak pay as you go fares on the Tube and DLR. You and one adult companion can also get 1/3 off Day Travelcards bought with a rail ticket from outside London.
