Northern Ireland Rate Relief — Are You Entitled to a Reduction? 2026

Rate relief in Northern Ireland can reduce or eliminate your domestic rates bill. This guide covers all NI rate relief schemes including Rate Rebate, lone pensioner allowance, and large family relief.

Northern Ireland’s domestic rates system comes with several relief and reduction schemes that can substantially lower — or eliminate — your annual bill. Understanding these is important because they are not automatically applied: most require an application.

Overview of Rate Relief Schemes in NI 2026

Scheme Who qualifies Reduction
Rate Rebate Low-income households (means-tested) Up to 100%
Lone Pensioner Allowance Single household, aged 70+ 20%
Large Family Rate Relief 4+ dependent children under 18 25%
Disability exemption Home modified for severe disability Case-by-case
Empty property relief Certain empty properties Varies
Charitable/Non-profit Registered charities Up to 80%

Rate Rebate — The Main Income-Based Reduction

What it is: Rate Rebate replaced the old Rates Relief and the Rates element of Housing Benefit. It provides means-tested support to low-income ratepayers — covering part or all of their rates bill.

Who administers it: The Department for Communities (DfC), Belfast.

Who can apply:

  • Owner-occupiers on low incomes
  • Private tenants who are liable for their own rates (check your tenancy agreement)
  • Those receiving Universal Credit, Pension Credit, Income Support, income-related ESA, or income-based JSA are likely eligible — but the full calculation depends on all household income and capital

Capital threshold: Rate Rebate uses capital limits similar to UC/Housing Benefit. Significant savings (over £16,000 typically) will affect entitlement.

NIHE tenants: If you rent from the Northern Ireland Housing Executive, rates are usually included in your rent — Rate Rebate may be arranged automatically as part of your benefit claim. Confirm with NIHE.

How to apply: Apply via nidirect.gov.uk or call 0300 200 7809 (Rate Rebate helpline).

Lone Pensioner Allowance (LPA)

What it is: A 20% reduction in domestic rates for eligible pensioners.

Eligibility:

  • You must be aged 70 or over
  • You must live alone OR live only with another person who is severely mentally impaired (who does not count as an occupant for LPA purposes)
  • There is no income test — this is purely age and occupancy based

Example: Annual rates bill of £1,200 — LPA reduces this to £960 (saving £240/year).

Combining with Rate Rebate: You can receive both LPA and Rate Rebate. The LPA reduction is applied first, then Rate Rebate is calculated on the reduced bill.

How to apply: Contact LPS (Land and Property Services) at nidirect.gov.uk or call 0300 200 7801.

Large Family Rate Relief

What it is: A 25% reduction in domestic rates for large families — unique to Northern Ireland.

Eligibility:

  • You must have 4 or more dependent children under 18 living with you
  • All children must be your dependants (or your partner’s dependants)
  • No income test — the relief applies regardless of household income

Example: Annual rates bill of £1,400 — Large Family relief reduces this to £1,050 (saving £350/year).

Combining with other reliefs: Large Family relief can be combined with Rate Rebate. If you have 4 children and are on a low income, both may apply.

How to apply: Contact LPS at nidirect.gov.uk or call 0300 200 7801.

Disability and Modification Exemptions

Properties that have been significantly modified for a person with a severe disability may qualify for a capital value reduction — meaning the property is assessed at a lower value for rates purposes, reducing the bill.

Qualifying modifications include:

  • Wheelchair ramps, wide doors, or lift installations
  • Specially adapted bathrooms or kitchens
  • Extensions built specifically for disability needs

How to apply: Contact LPS for a valuation review. They will assess whether modifications warrant a capital value reduction.

Empty Property Relief

Properties that are empty may qualify for relief depending on the reason:

Reason Relief available
Unoccupied and unfurnished 50% reduction for up to 4 months
Property of deceased person (probate) Exemption until grant of probate, then 6 months
Occupation prevented by court order Exemption
Empty due to renovation (under conditions) Limited relief — contact LPS

What to Do If You’re Not Claiming

Many eligible NI households are not claiming the rate relief they’re entitled to. If you:

  • Are on Universal Credit, Pension Credit, or other means-tested benefits
  • Are a single person aged 70+
  • Have four or more children

…you should contact LPS or DfC to check your eligibility. Rate Rebate in particular is not applied automatically in all cases.
