Northern Ireland’s domestic rates system comes with several relief and reduction schemes that can substantially lower — or eliminate — your annual bill. Understanding these is important because they are not automatically applied: most require an application.

Rate Rebate — The Main Income-Based Reduction
What it is: Rate Rebate replaced the old Rates Relief and the Rates element of Housing Benefit. It provides means-tested support to low-income ratepayers — covering part or all of their rates bill.
Who administers it: The Department for Communities (DfC), Belfast.
Who can apply:
- Owner-occupiers on low incomes
- Private tenants who are liable for their own rates (check your tenancy agreement)
- Those receiving Universal Credit, Pension Credit, Income Support, income-related ESA, or income-based JSA are likely eligible — but the full calculation depends on all household income and capital
Capital threshold: Rate Rebate uses capital limits similar to UC/Housing Benefit. Significant savings (over £16,000 typically) will affect entitlement.
NIHE tenants: If you rent from the Northern Ireland Housing Executive, rates are usually included in your rent — Rate Rebate may be arranged automatically as part of your benefit claim. Confirm with NIHE.

Lone Pensioner Allowance (LPA)

- There is no income test — this is purely age and occupancy based
Example: Annual rates bill of £1,200 — LPA reduces this to £960 (saving £240/year).
Combining with Rate Rebate: You can receive both LPA and Rate Rebate. The LPA reduction is applied first, then Rate Rebate is calculated on the reduced bill.

Large Family Rate Relief
What it is: A 25% reduction in domestic rates for large families — unique to Northern Ireland.
Eligibility:

- Specially adapted bathrooms or kitchens
- Extensions built specifically for disability needs

Empty Property Relief
Properties that are empty may qualify for relief depending on the reason:
